Am o veste buna, dupa ce am constatat astazi ca nu exista prevedere bugetara pentru punerea in practica a HCL 502/2015. Astfel, am discutat cu consilierii locali Ionut Ionescu (PNL) si Sorin George Botez (PSD), precum si cu viceprimarul cu atributii de primar, Cristian Ganea pentru a prevedea veniturile si cheltuielile aferente pentru aplicarea HCL 502/2015. In cadrul sedintei extraordinare de Consiliul Local de astazi, la insistentele consilierului Ionut Ionescu sprijinit de Sorin George Botez s-a prevazut ca venit bugetar, pornind de la o estimare de 25.000 de exemplare canine din curti o taxa speciala de 50 lei ( 11 euro) pentru detinatorii care nu doresc sterilizarea exemplarelor din curtea lor. Detinatorii de exemplare canine de rasa nu vor fi obligati sa plateasca aceasta taxa. Aceste venituri bugetare vor fi colectate conform HCL 502/2016 de catre Serviciul Public de Finante Locale dupa ce se va stabili foarte clar procedura prin care cei 50 lei ( 11 euro) vor fi colectati. Suma estimata a fi incasata la bugetul local din aceasta sursa este de 490.000 lei (110.000 euro), iar acesti bani vor fi folositi pentru sterilizarea cainilor fara detinator de pe teritoriul PloiestiuluI si achizitionarea a doua unitati veterinare mobile( 290.000 lei) care vor asigura sterilizarea cainilor in municipiul nostru. De asemenea, cainii fara detinator vor putea fi microcipati si pe baza acestor cipuri se poate intocmi registrul unic de evidenta prevazut in HCL 502/2016, registru prin care se poate tine o evidenta stricta.
„Suntem singurul oras din tara care a aprobat o hotarare care are in vedere cauza si nu efectul in ceea ce priveste rezolvarea situatiei cainilor cu si fara detinator din Ploiesti”, ne-a spus Ionut Ionescu dupa incheierea sedintei extraordinare de Consiliu Local. Este un inceput timd, dar daca presiunea publica ramane constanta, atunci se poate ajunge la rezolvarea situatiei cu metode umane si nu prin cruzime.
